Appeal of County Inspector T. A. Howe.

5th November, 1919.

In connection with my appeal to His Excellency the Lord

Lieutenant for extension of period of service, I have been given to

understand that my year's service in Hong Kong will not count to-

wards pension. This is a complete surprise to me.

I was informed by the Inspector General before leaving that

I was seconded and that my promotion would go on as usual.

Naturally the question of pension did not occur to me- 22 years aro.

I am now told District Inspector Pattisson's services at Shanghai was not allowed to count, but I submit the cases are quite different. Shanghai is governed by a Municipal Council and each settlement there runs its own Government, whereas Hong Kong is a Crown Colony, and all its appointments made by the Colonial Office.

I consented to go when other officers had refused owing to the financial loss they would sustain. The terms offered were not

nearly so much as the pay at home.

If the Treasury cannot sanction my service in Hong Kong to count for pension in the Royal Irish Constabulary the Government will I hope recoup any loss by allowing me to continue serving in the R.I.C. and with the object of having this appeal joined to the former one I made to His Excellency I request the Inspector General may submit this one also.
